Development permits are required for any change in the use of land or improvements thereon, i.e. new construction, alterations, remodels, demolition, repainting, or modification of utilities. Tree removals, significant landscaping changes, and new signs also all require development permits. Development permits are not required for normal maintenance and repair, nor interior remodels with no changes to square footage.

Permit Classifications

Class A Development and Subdivision Permits
Class B Major, Minor, and Subdivision Permits
Class C Major, Minor, and Subdivision Permits
Class D Major and Minor Permits

Submittal Process

Class A, B, C, and D Major permits all require a pre-application meeting prior to submittal. Please reach out to a Planner to schedule a pre-application meeting or call 970-453-3160. Submittals without a pre-application meeting will not be processed and will be returned to applicants.

Development permit applications can be submitted in person at our offices on the second floor of Town Hall, or via email at websitecommdev@townofbreckenridge.com. Class D Minor permits that require a Building Permit are automatically added to the appropriate building permit submittal. New structures will require a physical set of plans to be dropped off at our offices prior to Building Permit submittal, these can be dropped off as part of the Development Permit submittal or shortly after Development Permit approval.

Development Permits can be paid for via check or card in person, or online once the permit has been invoiced. The permit must be inputted into our system before we are able to take a card or online payment. Tree removal permits and permits for deed restricted properties have no permit fees.

 For any new proposed outdoor energy uses, please be aware of REMP fees. More information on those fees can be found here. New residential development or changes in square footage will incur 5A fees from the Summit Housing Authority. Changes of use and new commercial development can incur employee generation fees, water PIFs, and parking fees.
